Linda Lim, of the Ross School of Business at the University of Michigan, said she believed Beijing had identified SOE reform and financial market liberalisation as key elements of the long-term objective of ensuring sustainable GDP growth and rising incomes for the people.

The government was in a dilemma over whether to give policy priority to growth or reform, with some officials believing that the ‘visible hand’ always outplayed the ‘invisible’ one, Lim said.
